This is a collection of passages designed to be used for fluency instruction in grade 8. Developed by Lisa Rogers, Laura Bross, Ayesatta Conteh, Teresa Oud, and Catherine Shawana, each passage focuses on a diverse changemaker from across Turtle Island – individuals who stood up for themselves and others, who fought hard to overcome obstacles, made a difference, and found joy and success in a variety of fields!
Content was carefully considered to ensure that it shares perspectives that have been underrepresented, it sparks students to think critically, and it reflects some of the history, values and experiences of diverse individuals who live, or have lived, in the place we now call Canada.
The passages are purposefully written to flexibly support a variety of different instructional routines (Quick Fluency Routine, repeated reading, partner reading/paragraph shrinking). Each passage has a teacher summary page with three key sections:

This is exactly what I was looking for… but I teach grade 4! Is there anything similar that could be shared?
Hi Erin! We are working on a similar resource for grade 7 right now. If we continue to receive funding past this project year, we may be able to add additional grade levels.
These are wonderful! Any ideas where we can find short passages to use with primary students for fluency practice? I am looking for non decodable texts.
Thank you very much, Julie! Fluency routines and repeated reading have really supported the development of foundational skills for so many of our readers at every level. I am aware of more options for decodable passages for primary fluency routines, than non-decodable ones.
For non-decodable text, « ReadWorks » is great, providing Lexile levels and a variety of topics and diverse content. Lexile levels in the 400s are a good place to have students jump into non-decodable text. As many resources currently available, « ReadWorks » is out of the U.S.
In regards to decodable fluency passages, if your school or board uses Lexia, there are multi-levelled fluency packs available in the resource hub. Additionally, the « Free Reading » site, also American, has many free fluency passages – (https://freereading.net/wiki/Decodable_fiction_passages.html#)
They seem less decodable in that there are some words that would be later in the scope and sequence of most systematic phonics instructional approaches based on the alphabetic principle. I imagine they are closer to 80% decodable (as opposed to 90 or 95% decodable), and include some multi-syllabic words, both good steps towards full code text.
You could use a Lindsay Kemeny « Milk and Cookies Fluency Routine » (https://www.youtube.com/watch?v=-Q3iO_NUCPI),
or this Fluency routine (https://www.teacherspayteachers.com/Product/Reading-Fluency-Homework-7050317) with any of these passages. This second Kemeny routine, similar to the Quick Fluency Routine in « Fluency in Perspective, » could only be used if you added word counts to the end of each line of text.
We really hope to access continued funding and create more high quality free Canadian fluency resources for all levels.

Hi Melissa – the team is currently working on a set for grade 7. If we are able to secure funding and continue ONlit next year, we’d be happy to expand to other grade levels.
